This technical note proposes the creation of a formal, independent, and mandatory stage of biosafety and biosecurity assessment within the research funding cycle in Brazil. It diagnoses the current regulatory and operational limitations in Brazil, such as the gaps in Law No. 11.105/2005 which focuses primarily on GMOs, leaving other high-risk pathogens and dual-use technologies unaddressed. The proposed model is structured in two phases: an initial rapid screening for risk identification and a detailed technical assessment conducted by certified specialists. This mechanism aims to foster a culture of scientific responsibility and align national practices with international standards without restricting research.
